Welcome to GSA 101 brought to you by Elevate GSA: where we turn GOVSPEAK into a language YOU speak. My name is Hannah Struss and I have Collin Hartsell here with me today we are going to be diving into the latest refresh for the MAS Solicitation, refresh #6, which will be issued via Mass mod for all existing contractors.
As existing contractors know, you will periodically be issued a mass modification to incorporate all the newest changes into your contract from the latest refresh. This mass mod will be released in May 2021, and contractors will have 90 days to accept it from the date of release. Some of the changes are quick and easy: all digital certificate requirements are being dropped from the solicitation, as will the Open Ratings Past Performance requirement. The Letter of Supply template is also getting a refresh and will now require both the supplier and vendor to sign the completed document.
The SCLS Wage Determinations are also getting updated and incorporated into the solicitation. You do not need to submit a new catalog just to update your SCLS Matrix. You may however be requested to update it alongside another modification request, such as an ADD SIN request, or something of that nature.
Collin:
GSA is also implementing some new waivers of specific requirements for new offers that will directly support COVID19 relief efforts. Firms going after a brand new GSA schedule that are directly supporting the federal COVID19 response will not have to meet the 2 years of corporate experience requirement or provide project experiences demonstrating past performance applicable to the SIN they are pursing, or provide financial statements. The idea here obviously being that they want firms who can step in and assist in COVID relief getting through with a bit more ease and efficiency.
Hannah:
GSA is rolling out the Verified Products Portal, or VPP. This is a manufacturer, wholesaler facing portal containing product content that will standardize catalog data for commercial off the shelf products. Participation in this program is voluntary and does not replace SIP! It is a secondary software that can be utilized so purchasing officers better understand your product content. There will be training sessions and Q and A’s about how to use and incorporate this into your contract should you choose to do so.
I’m sure we will hear more about the VPP in the future as this is a part of their distant future goal to eliminate SIP. We are going to be putting a link to the GSA Interact post in the show notes should you want to read about MAS Refresh #6 more in depth before it is released. As we learn more, we will issue more news alerts with anything relevant to contractors.
As always, if you have any questions, or requests for a future episode, please feel free to reach out to us at [email protected] .
Thanks for listening!
