Welcome to GSA 101 brought to you by Elevate GSA: where we turn GOVSPEAK into a language YOU speak. My name is Hannah Struss and I have Collin Hartsell here with me and we are going to be talking about MAS Refresh 15 which was released in January of 2023 as well as MAS Refresh 16 which was released in May 2023.
Let’s start with MAS Refresh 15. There will be:
· Various changes to SCP-FSS-001 (Instructions Applicable to all Offers)
· Small Business Size Standards updates
· Changes to the Offer and Modification Price Proposal Templates (PPTs)
· Incorporated clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2022-08 and GSAR Change 158.
Many SINs will also see some revisions such as HACS SIN, Environmental Remediation Services, Cloud Computing, etc.- which rather than read them all out and put everyone to sleep, I would suggest popping over to our blog to get the full list of those SINs affected by this refresh!
Now we will break down changes implemented by MAS Refresh 16.
There will be changes to the Overall MAS Solicitation which include:
1. Clarifying instructions will be implemented into the MAS Solicitation for Joint Ventures
2. Implement Employee Based Size Standard updates and several NAICS changes.
3. Incorporate updated Service Contract Labor Standards (SCLS) Wage Determination.
4. Implement various changes to the Offer and Modification Price Proposal Templates (PPTs).
5. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2023-02 and GSAR Change 164.
Several SINs will also see revisions such as Energy Services, Facilities Maintenance and Management, Mail Management etc. If you would like to see a full list of those affected again please feel free to pop over to our blog, or GSA’s interact post which we will link down below.
There will also be the following changes implemented:
Under Package Delivery, Transportation & also Lodging~ there will be updated templates and the Category Specific Attachments will also be updated.
